I have Astarion dual wielding the Hellfire Hand Crossbow and Ne'er Misser with the Gloves of Balanced Hands, and he gets some pretty high damage with three attacks. Part of that is due to the passive benefits of his dual wielded melee shortswords (Knife of the Undermountain King and Sword of Life Stealing).

Bard 10 is really, really good. Bard 11 I don't really care for. Their 6th levels spells aren't worth it. But Bard 10 is amazing. Yes, attacking with both weapons will use both your action and your bonus action. I believe the game defaults to automatically attacking with both. Look at where your weapons are on your HUD.
